what does merge border to background tab do?

Ok,

From your question, it sounds like you have used one of the built-in borders. Those are "objects". That means, you cannot change them in any way as they are inserted into your pattern. Objects are a single item, not a bunch of individual stitches. To be able to change anything in an object, it has to be merged into the background. That means, it's no longer an object and you can't just click on it to move it or whatever, you have to manually choose and select an area or change individual stitches.

From the visual appearance of the pattern, it makes no difference if you are using an object or individual stitches -- only during the creation of the pattern is there a difference.

I hope this makes things a bit clearer.
