What message do you see? Perhaps your shortcut because corrupted. Try going to where it is installed and look for the application (.exe) file and executing it directly. If that works, then you can just create a new shortcut by right clicking on the application and selecting "Create Shortcut". Rename the shortcut and copy or move it to where the normal shortcut is as a replacement.
If not, try downloading and re-installing OVER what you have. If it is licensed, it should not affect the license.
