First, remember that the sizes that are listed only have any reference to the estimated size of the design and the amount of floss needed. You can always use any other count fabric you wish.
Now as to the actual question - even if such numbers as 11 and 25 are not in the drop-down menu, you can enter what ever number you wish there. The same is true for the zoom factor drop-down menu. Just enter the desired number and it works!
