I am using this program for the first time and trying to figure this out. I see that I can import a picture and state I want it in inches. Does the program decide the best size of the final project?

No, the program doesn't decide - you decide. Regardless of the size indicated in the pattern, if you do it using a different count fabric, the size will be different. It's all up to you. Importing should be done by stitches. If you do it otherwise, I think you have to keep in mind the desired stitch count anyway.

Also remember that the imported image should be the same dimensions in pixels as the desired pattern will be in stitches. That one to one ratio of stitch/pixel gives the best base imported pattern.

The initial pattern created is never intended to be the final product. Tweaking is always expected to get the best possible pattern and to make it truly yours!

I always increase my pattern size by clicking size in the import wizard, width box. You can adjust a lot in the wizard box.
