Since PCStitch Stanard (version 7) and PCStitch PRO have the tool, there is a good chance it is in PatternViewer. I don't have PatterViewer because I don't like the way it steals the .pat extension from PCStitch. You might check Palette Tools. That's where it the option is usually kept.
Or, you can get a copy of the Viewer form of PCStitch and use the tool from there. That is, if it is available from the viewer and not the full version only!
