on the usage page they say0.1 does that mean one skein?

That is .1 (1/10) of a skein. That means less than 1 yard. If you have a small quantity, it should work. However, remember that this is an estimate and it will vary depending on how you stitch, where the stitches are located, the count of your fabric and the number of strands used. it is based on whatever is defined for the pattern but you can use any size/strands you wish for yourself even if you keep to the same count.
