Is there a way to save a pcstitch file as a pdf?

Yes and no.

The pattern itself must be a .pat file. That's the only way to save the actual pattern in a way that is independent of scale and therefore does not blur if you zoom in.

However, you can PRINT to a PDF by using a virtual printer. Because of past problems with the product causing PCStitch to hang, I do not recommend the one that comes with Windows. If I want to Print to PDF (for anything from PCStitch to Excel or Word files), I use the virtual printer that comes with FoxIt. I use the "Adobe Clone", FoxIt.
