Is it possible to flood fill with a blackstitch/blackwork motif in PCStitch?

No, The fill option is for areas that are completely enclosed with full cross-stitches and is filled with full cross-stitches of a single color. Backstitches cannot be used as either the border of such an area or the fill of the area.
