PCStitch's "blocks" and "symbols" can be interpreted and used for any craft that uses a similar type graph. That includes plastic canvas, needlepoint, some beadwork and Latch Hooking. It's all a matter of creating something close to the colors you want (if you don't have an exact match of thread/yarn company and defining the stitches. When you follow the chart, you just use hooked yarn pieces on the latch hook rug canvas instead of Aida or other cross-stitch fabric.
The estimates of floss usage are meaningless in this case. Also, you can define the pattern as any "count" because that makes no difference either. It just affects the size of the grid you see online and the estimates of usage. Since you already know that the material estimates are meaningless then you don't have to worry about that part.
Remember that the chart is just a chart and you can use your imagination in how you interpret it. Don't be bound by what is printed on the paper.
