 Legend font applies to Instructions on Info Sheet?

Running 9.00.010 on 32-bit Vista. In Tools->Options->Printing->Info Sheet Options, I specified that 10 pt. Arial is to be used as the "Information Sheet" font and that 8 pt. Arial is to be used as the "Legend Entry" font.

When my information sheet is printed out, the 10 pt. font is used *only* for the non-title pieces of the sheet header (Company, Copyright, etc.) and the "Instructions" that I've included are printed out using the 8 pt. font that I thought was only supposed to apply to the Legend entries.
