I am trying to put a Rhodes Heart in one of my patterns. The stitch provided in PCStitch Pro is too large for the pattern I am making. How can I resize a specialty stitch?

As far as I know you can't resize them per se, but you can create your own custom specialty stitches (for example smaller Rhodes Hearts) and save them for later use.
